CMLLC is certified as a woman-owned business enterprise by both MDOT and Baltimore City. The firm is entirely owned and operated by Dana Cooper.

Dana Cooper is an attorney with diverse experience in environmental law and regulation, government affairs, and project management. A graduate of George Washington University and Georgetown Law, Dana has spent the bulk of her legal career as internal counsel for the Baltimore City Department of Public Works. Dana provided broad legal and policy advice as well as advocating for the agency at local, state, and federal levels. For two years Dana served as the administrator for the City’s $1.8 billion wastewater consent decree, negotiating a modified agreement and managing compliance. Dana has extensive experience in multiple areas of the Clean Water Act, including stormwater permitting. Dana represented DPW on the City Sustainability Commission for four years, co-chairing the Commission’s Waste Workgroup in 2015. Dana also served for three years on the City Planning Commission, becoming very familiar with a host of zoning and development issues. Dana is a member of the Maryland State Bar Association.
